    Toronto's hospitality construction market is busy and grounded in real demand, clear rules, and visible project milestones. Visitor spending hit a record in 2024, with 8.8 billion dollars in visitor spend and roughly 13 billion dollars in total economic impact. That level of activity supports new hotel feasibility across the core and along transit corridors.

    New supply at the top end is a good signal for investors. Nobu Hotel Toronto opened on June 1, 2025, adding a high-yield luxury flag in the Entertainment District. The Riu Plaza Toronto followed in September 2025 with 352 rooms, the brand's first Canadian property, and a solid urban group play.

    Pricing and tax planning matter. Toronto's Municipal Accommodation Tax is temporarily 8.5 percent from June 1, 2025, through July 31, 2026. This applies to hotels and short-term rentals, so it should be modelled separately from HST in both BAR pricing and group contracts.

    Code and sustainability requirements have tightened. Ontario's 2024 Building Code took effect on January 1, 2025, with a transition window to March 31 for certain in-flight designs. Teams should confirm life-safety, energy, and accessibility items early to avoid redesign during the permit process. In Toronto, applications filed on or after May 1, 2022, must meet the Toronto Green Standard Version 4 Tier 1, and higher tiers can unlock development charge refunds. That incentive can materially improve pro forma results for large additions and new builds.

    Short-term rental rules also shifted, which can redirect peak-period demand back into traditional hotels. Council adopted updates in 2024 that phase in through January 1, 2025, including stronger principal-residence verification and a 180-night cap for certain rentals. Operators must register and display numbers, and enforcement carries meaningful fines.

    Adaptive reuse remains part of Toronto's delivery toolkit. A live example is the Hotel Beebop project at 45 Mutual Street, where a mid-rise building is being converted and expanded into a boutique hotel with additional levels and new rooms. For the right asset, hotel use can fit base grids and cores better than residential, which can shorten critical paths if heritage, egress, and services are resolved early.
