    Calgary’s hospitality construction market is heating up, and it is being shaped by real demand drivers, tighter codes, and a steady pipeline of mixed-use and conversion projects. The big catalyst is meetings and conventions. The $500 million expansion of the BMO Centre at Stampede Park opened on June 5, 2024, more than doubling rentable space and positioning Calgary as the largest convention destination in Western Canada. The City projects an economic impact in the range of $100 million annually from the expansion alone, which is already translating into large-scale bookings.

    Visitor spending is following suit. Tourism Calgary’s latest annual report estimates $2.9 billion in tourism spend in 2024, up 10 percent over 2023. That stronger base in leisure and business travel underpins new hotel feasibility across the city.

    On the supply side, developers have multiple paths. First, office-to-hotel conversions are no longer theoretical. Through the Downtown Calgary Development Incentive Program, the City is funding office conversions into residential, cultural uses, and hospitality, with one hotel noted at 226 rooms and a hostel in the pipeline. The first incentivized office-to-hotel conversion, Element Calgary Downtown, opened in 2025 with 226 suites, showing that deep retrofits can be delivered at scale.

    Second, ground-up luxury and lifestyle projects are advancing in the Culture + Entertainment District. Marriott and Truman announced plans for three brands in Calgary, expected to add more than 700 premium and luxury rooms plus nearly 360 branded residences, timed to serve convention demand from the BMO Centre and the new event centre.

    The event centre itself, now named Scotia Place, is under construction, with foundation work started in January 2025 and opening targeted for fall 2027. This creates a multi-year window where adjacent hotel and food-and-beverage projects can sequence around a clear milestone.

    The regulatory context has tightened. As of May 1, 2024, Calgary enforces the National Building Code – 2023 Alberta Edition, the National Fire Code – 2023 Alberta Edition, and the National Energy Code of Canada for Buildings 2020. For hotel projects, this raises the bar on envelope, HVAC, life safety, and commissioning requirements, and it puts more emphasis on early code consulting. The City also publishes building regulation advisories and bulletins that clarify local interpretation of these codes, which can save weeks on review if addressed in design development.

    Market rules are shifting around short-term rentals as well. Calgary requires licensing, clear safety provisions like egress, limits such as a maximum of two adults per room, and listing transparency. Consistent enforcement tends to push some demand back into traditional hotels, especially during peak event periods.

    What does this mean for owners and builders? Program spaces that flex between convention overflow and leisure weekends, plan for higher energy performance from the start, and model phasing to capture BMO Centre and event-centre-related demand. With conversions viable and luxury product expanding, the next three years favour teams who can integrate code strategy, construction sequencing, and brand standards without surprises.
